Meet Senator Urso

About Lori

Lori Urso is a Democrat representing District 8 (Pawtucket) in the Rhode Island State Senate. She was elected in November 2024. 


In her first year, Senator Urso passed legislation that amended the state’s Fair Employment Practices Act to require workplace accommodations for women during the menopause transition, making Rhode Island the first in the nation to enshrine these protections into law. That bill quickly became model legislation in numerous states and was passed as an ordinance by the Philadelphia City Council.


Senator Urso also passed legislation in 2025 to create a pathway to licensure for internationally trained physicians, as well as a bill to create and fund the Main Street Rhode Island coordinating program to establish a statewide community-based revitalization program for our historic downtown districts.


In 2026, seven of Senator Urso's bills were passed into law, including a bill to allow Foot Care Nurses to deliver care in the home, two bills that address safety and privacy surrounding Artificial Intelligence relative to mental health, a bill to allow Animal Control Officers to take immediate possession of abused or neglected animals, a special registration plate for adaptive vehicles operated by permanently impaired individuals, and a funding resolution committing $150,000 to the Main Street Rhode Island program.


Senator Urso brings a record of leadership and accomplishment in local government and the nonprofit sector. Since 2014, she has served as president and CEO of the Old Slater Mill Association, operating the Slater Industrial Archives, a library and repository for Pawtucket’s industrial history. She played a lead role in the transition of the Old Slater Mill National Historic Landmark into the portfolio of the National Park Service. She has worked in historic preservation in Rhode Island for 17 years.


She served on the RI Historical Records Advisory Board from 2015 to 2025, and has co-chaired Pawtucket International Women’s Day and Women’s History Month for the past decade. She served nine years on the board of the Pawtucket Foundation, and currently serves on Pawtucket’s Riverfront Commission. She is a member of the Pawtucket cohort of Main Street Rhode Island revitalization program.


Previously, Senator Urso worked in river and watershed conservation, leading the Wood-Pawtucket Watershed Association for 10 years. She was awarded a Lifetime Achievement Award from the U.S. Environmental Protection Agency Region 1 in 2008 for her efforts in fisheries restoration, and the improvement of recreational access to the rivers.


She holds a Master of Public Administration from the University of Rhode Island, and a Bachelor of Arts in Biology from Rutgers University. She was a 2013 Rhode Island Foundation Leadership Fellow, and served on the Westerly Town Council from 2000-2002.

Animal Welfare Package

Senate Bills 2151 (ENACTED), 2397, and 2610

Senator Urso has introduced three bills this session that would make Rhode Island a safer place for our furry friends. The bills will allow animal control officers to take immediate possession of neglected or abused animals, increase the abysmally low penalties for those who abuse dogs, and allow pet owners to seek damages if a caretaker harms or kills their pet due to malpractice or neglect.

Artificial Intelligence and Mental Health

Senate Bills 2195 and 2197 (BOTH ENACTED)

Artificial Intelligence (AI) chatbots are powerful tools that can 

have concerning impacts. These bills, which are part of the 

Senate Health Care Package, would require safety features on 

chatbots to flag suicidal ideation or harmful intentions, and 

ensure proper consent for AI use in mental health practice.

Adaptive Vehicle Registration Plates

Senate Bill 2178 (ENACTED)

Mobility-impaired Rhode Islanders with adaptive vehicles deal with the unnecessary inconvenience of temporary "hang tags" for parking. This bill 

will create a permanent registration plate for adaptive vehicles, eliminating 

the  need for a hang tag, to make parking, and life, a little easier.

Main Street Revitalization

Senate Funding Resolution 2676 (ENACTED)

This resolution would secure $150,000 for the second year of the Main Street Rhode Island Program - established in 2025 through Senator Urso's legislation. The program supports community based revitalization efforts in downtown corridors in our state, including here in Pawtucket.

In-Home Routine Foot Care

Senate Bill 2116 (ENACTED)

PASSED - Senator Urso's bill to allow Certified Foot Care Nurses to provide routine foot care in the home was signed into law by Governor McKee on April 29, making preventative care more accessible to Rhode Islanders.
